On the surface the requirement to remove content that "glamorizes drugs, weaponry, harmful behavior, and extremism" seems to be well intended. But the reality is (as I've read on other publications) that most of the content in question is of the extremism kind. And in Russia it mainly means content opposing the ruling regime. From what I've read the "drugs, weaponry, harmful behavior" content was sprinkled into the total ~2000 count but that content is highlighted by the Russian media.

A Moscow court has slapped Google with a US$98 million fine over the company's failure to remove content that violates Russian law. Content that glamorizes drugs, weaponry, harmful behavior, and extremism is illegal in Russia. Reportedly, Google had failed to remove 2600 pieces of such illegal material.
