You're half right. They still are unlimited at high quality except for the OG Pixel which stays unlimited at original or "full" quality.

This article is wrong. Pixel 1 and 1XL will retain full quality for life.

Pixel 2-5 will retain high quality for life (16MP & 1080p)

Google is ending unlimited high-quality Google Photos backups next month, including on current Pixel smartphones. However, changes within the Google Photos app suggest that the company will offer a comparable and unlimited backup method for future Pixel smartphones.
