Also, William, who says it doesn't require developments? The entire motherboard itself has to be redesign due to change of chipset. Not to mention other considerations like thermals (AMD CPUs have a history of getting very hot), software and driver compatibility.

AMD used to have a bad reputation on mobile CPUs (until this year in fact). Many people stills believe that while some others stay modest until there are more reviews coming out. The OEM companies are uncertain whether their AMD lineup will sell well, so they put AMD CPUs in their budget and mid-range lineups to test how the market reacts.
In my opinion, this completely makes sense. Imagine what will happen if their AMD flagship lineups failed? How much money will they lose, comparing to their budget and mid-range AMD lineups? You may believe AMD CPUs are superior, but not every user thinks the same.
And BTW, the OEM companies didn't lie because they never promise anything in the first place.
