You choose Huawei, you get Chinese subsidies, you stay clear of Huawei, you get US subsidies, can't have both, naturally.

The U.S. government is certainly aware that companies like Qualcomm and Google do not want any bans imposed on Huawei, since it will be very difficult to cover billions of USD in losses. Still, smaller companies like rural carriers are continuously encouraged to replace all Huawei equipment with hardware made in the U.S
