Please take note of what Gamers Nexus tested. Overclocking efficiency matters a ton here.

They hit 4GHz on all cores for the 2700X with a THIRD OF A VOLT LESS than with the 1700X. It dropped power draw by as much as 70 watts.

An X470 motherboard is not a requirement for the new CPUs per se, but it is recommended due to its support for XFR2 Enhanced and Precision Boost Overdrive

Actually, all 300-series boards support XFR2.
