Nothing is off. You're just unaware of other 4060M models, and too lazy to do your own research.

Those cards consume 140W very easily due to their noticeably higher base and boost clock frequencies. The reason behind the increase in power draw is super predictable, but I guess posting dummy comments is more viable than common sense or a quick Google search for some people.
