No chance is any SoC gonna serve as a deciding factor in 5G uptake. It does nothing to solve 5G plan prices and the fact that its current operational speeds are well within 4G's reach, both of which due to 5G's severely limited range on its wide bands which ultimately sets the lower limit of its operational costs with high electricity bills. The only solution to this in sight is mass deployment of Luneburg lenses(with the exception of the Party ordering power companies to subsidize domestic 5G electricity, in return providing tax rebates to them, but the additional power costs are high enough that this isn't a very effective solution) and if that's on anybody's schedule it's China Mobile's. Incidentally, China Mobile happens to be the least cost effective carrier in China and I don't think they will be keen to lower rates anyhow.
